I crossed on a late Sunday afternoon. It was the fastest border crossing yet - under 30 minutes for both exiting Peru, and entering Bolivia.
Note that you don't go to the border, you go to the CEBAF Desaguadero office, which is a couple of kms from the border. This is a combined Peru/Bolivian office which really speeds things up. From there, there is an exit for highway 3S that takes you straight over the Titicaca bridge into Bolivia. There'll a be a final checkpoint where they check your passport and import permit.
I state elsewhere in this blog that Bolivia requires a visa for US Citizens. As of December, 2019, visas are no longer required. Nor is the $160 fee upon entering.
The Aduana window is filled with decals of overland travelers who have crossed.
